If its only surface rust a good sand down and a coat of hammerite should do the job.

I'm not saying its a full on galvanised finish but the legs are passivised in some way.
If not too bad try rubbing down with a paraffin soaked cloth it will remove the rust and leave the surface that is still coated untouched.
My dad used to get me to do this to clean up bicycle wheels that had started to get bits of rust on without trashing the wheels.

Paint with ZINGA or GALVAFROID and you will have no problems
